The Government announced on 30 May 2020 that it would launch the Enhanced Anti-epidemic Support Scheme for Property Management Sector (Enhanced ASPM) under the Anti-epidemic Fund by extending the subsidised period of the ASPM for three months (i.e. from February to May 2020 extended to from February to August 2020) and relaxing the cap of headcounts for the Anti-epidemic Hardship Allowance of each eligible building block to 100.
Under the Enhanced ASPM, frontline property management (PM) workers performing duties related to security and environmental hygiene (e.g. cleansing and security workers) in an eligible property at any time between February and August 2020 will be eligible for a monthly Anti-epidemic Hardship Allowance of $1,000 for the month(s) in which they provide services. Property management companies (PMCs) or owners’ organisations (OOs) can claim the allowance for June to August for their frontline PM workers who have benefitted from the ASPM previously. PMCs or OOs that could not claim full or partial payment of the allowance for February to May for some of their frontline PM workers under Phase I or Phase II of the ASPM due to the cap of headcounts may also claim the subsidy for the relevant month(s) for their frontline PM workers under the Enhanced ASPM.
Furthermore, apart from the Anti-epidemic Cleansing Subsidy of $2,000 under the previous ASPM, each eligible private residential or composite (commercial cum residential) building block will be eligible for an additional subsidy of $2,000 under the Enhanced ASPM (i.e. a total subsidy of $4,000). For each industrial/commercial building block eligible for the Anti-epidemic Cleansing Subsidy of $4,000 under the previous ASPM, an additional subsidy of $4,000 will be disbursed (i.e. a total subsidy of $8,000).
